President Rodrigo Duterte announced last April 24 that several provinces in the country will shift to a ‘General Community Quarantine’ (GCQ) instead of the Enhanced Community Quarantine (ECQ) currently in place. However, many have become confused about exactly which areas will operate under an ECQ or a GCQ.

Only places that are considered low-risk for COVID-19, meaning they have low to moderate cases, will be placed under a GCQ. High-risk areas will remain under an ECQ.

The following provinces will continue to follow ECQ guidelines until May 15: Metro Manila, Central Luzon (except for Aurora), Calabarzon, Pangasinan, Benguet (including Baguio City), Iloilo, Cebu (including Cebu City), Bacolod City, and Davao City.

ECQ guidelines will remain largely the same save for a few new rules.

Those considered to be at high-risk for COVID-19 – individuals below the age of 21 and over the age of 60, pregnant women, and those with health risks – will be required to stay at home. The only exception is when “indispensable under the circumstances for obtaining essential goods and services or for work in permitted industries and offices.”

All other provinces will be placed under the general community quarantine, according to CNN Philippines.
